Ellendale Community Ambulance (ECA)

ECA operates as a Basic Life Support service with Advance Life Support capabilities.  Currently the ECA is comprised of 20 active members, including Paramedics, Advanced Emergency Medical Technicians (AEMT) and Emergency Medical Technicians (EMT) all who are certified by the National Registry of Emergency Medical Technicians (NREMT) as well as CPR Drivers.  ECA currently has three ambulances in its fleet, two of which are ready to be used in a moment’s notice and one that can be placed into service with minimal delay to stock perishable supplies. 

ECA covers a service area of approximately 500 square miles within a 20 mile radius of Ellendale in western Dickey County which includes the communities of Ellendale, Forbes, Monango and Guelph and the surrounding agricultural areas.  In an emergency, ground transportation is provided to either Avera St Lukes or Sanford Hospitals in Aberdeen, SD or Oakes Community Hospital in Oakes, ND.  In critical trauma situations, the service can rendezvous with Careflight out of Aberdeen to transport the patient via air.  ECA works in cooperation with the Ellendale Fire Protection District, the Ellendale Police Department and the Dickey County Sheriff’s office to provide the best quality care in any emergency situation.

Ellendale Fire Department

The Ellendale Volunteer Fire Department provides fire, rescue, extrication, and hazmat protection to the residents of Ellendale and the surrounding area. Presently 20 volunteers from the community comprise the membership of the department. These members dedicate their time and lives to ensuring that our community is protected from fire and other hazards. The department has a fleet of eight emergency apparatus which can be viewed in the apparatus section.
The department serves 9 1/2 townships including 2 cities. This area covers approximately 342 square miles in and around Ellendale encompassing approximately 1900 residents.
We encourage everyone to visit our web site often as we strive to continually update information like the rangeland fire index, open burning regulations and seasonal safety warnings.

Dog or Cat Running at Large Prohibited 

It shall be unlawful for the owner or keeper of any dog or CAT to permit the same to run at large in the City at any time.  A dog or cat shall NOT be considered running at large if attended and on a leash or when in the confines of the owner’s or keeper’s premises.        

At the April 8, 2013, council meeting the Ellendale City Council gave permission to live trap cats running at large.  Anyone who has trapped cats is to contact the City Police (349-2093).  The cat will be returned to the owner if there is owner identification.  If there is no owner identification the animal will be relocated.

NORTH DAKOTA LEGISLATURE

North Dakota legislature has passed S.B. 2211, which establishes felony-level penalties for reoccurring malicious animal cruelty.

Pet Licenses

As per Ordinance 10.0203 on July 1, 2013, all pet licenses become due annually.  If you are a new pet owner, your initial license is $4.00.  Renewal tags are $3.00.
Your pet must have all of its shots up to date and a copy from the vet is retained at City Hall when you purchase your license.
You have the entire month of June to purchase your pet’s license.
Licenses may be obtained at City Hall, Monday – Friday, 8 AM – Noon and 1 – 5 PM.

 If you are no longer a pet owner, please let us know at City Hall so your name may be removed from our list.  (349-3252)

Pets have been known to wander and do not always find their way home.  Unfortunately, without identification we are unable to reunite them with their families. Purchasing a pet license will ensure that your special companion can be returned home quickly and safely.

APPLICATION: To activate water & Garbage, please complete and return the request under the ON LINE SERVICES tab and take or mail to City Hall with your check for $80 ($20 setup fee, $60 refundable deposit). 

PICK-UP: The pick-up day for your grey garbage container will be every Tuesday. Your blue and yellow recycling container will be picked up every other Friday.

The monthly garbage fee entitles you to discard only your household garbage.  Do not put out yard and garden waste, wood, rocks, metal, small appliances (microwaves, toasters, irons, etc.) or any other items that are not considered household garbage. 

The City has an inert landfill for wood, metal, large and small appliances, electronics, tires and pit material.  Pit material includes mattresses, box springs, tables, chairs, couches, bathroom fixtures, empty plastic pails and shingles.

Guidlines For Inert Landfill

No household garbage, food, cardboard, paper, books or magazines will be accepted at the inert landfill.

Inert landfill items must be separated as follows:

  • Wood
  • Metal
  • Electronics
  • Appliances
  • Pit material
  • Tires
  • Batteries

Wood items include but are not limited to tree trunks, branches, wood furniture, wood construction scraps, wood furniture, no whole buildings are allowed

Metal items include but are not limited too bicycles, wire, grills, file cabinets, small kitchen appliances, tin items

Appliances include but are not limited to washers, dryers, ranges, water heaters, dishwashers, microwaves, copiers, furnaces, air conditioners, dehumidifiers, refrigerator and freezers; refrigerator and freezer doors must be removed; Freon must be removed from air conditioners, dehumidifiers, refrigerators and freezers

Electronics include but are not limited to televisions, computer components, VCRs, radios, stereos, speakers, phones

Pit material includes mattresses, box springs, furniture that is not made of wood (chairs, couches), carpeting, non asbestos floor covering, bathroom fixtures, plastic items, clothing, glass, (windows must have metal or wood frames removed), tires and shingles

There is a designated area for tires and batteries.

Rural garbage customers will be charged all applicable fees.

Fees are doubled for items brought in by persons living outside of city limits.

NO aerosol cans, pesticides, herbicides, paint, paint thinner, etc. are accepted.

Grass clippings, leaves and garden waste are not accepted in the inert landfill.   There is a separate area for this.

Concrete should be taken to the landfill south of town.  The key is available at City Hall.

Recycling

Your blue and yellow recycling container will be picked up every other Friday.  Please rinse all containers, and remove caps, caps are recyclable but must be removed. Please do NOT place styrofoam, bubble wrap, glass, hard cover books, electronic scraps, batteries or light bulbs. Do NOT bag items in recycling bins, other than shredded paper. Out of town residents who pay for garbage service, can use the recycling bins located at 724  5th Ave North.  It is a green building that is on the corner of 5th Ave. North and Hwy #11.

Recycling Center

Utility Bill

The initial cost for water, sewer and garbage setup is $85.00 ($25 for the setup and a $60 deposit).  The deposit is applied to your account after approximately one year of monthly utility bills remaining current.  The City utility bill is mailed out on the 1st of each month.  Payment is due on the 15th  of the month.  The minimum bill is $75.19.  That includes water, sewer and garbage plus $21.50 for other fees.  The minimum water charge is $18.47 for 1,000 gallons.  If you use over 1,000 gallons the charge is $5.00 per each additional thousand gallons.  The minimum sewer charge is $14.34.  After usage of 10,000 gallons an additional $1.00 per thousand will be charged.  The garbage charge is $20.88. Please pay your bill by the 15th to avoid a late fee of 1% or a minimum of $5.00.   Ellendale utility customers also have the option to pay with a credit card.  There will be a $3.00 minimum charge to you or 2.45 % of your balance.  You may call City Hall and pay with your credit card over the phone or go online here.
